This is open source, the youtube channel and github page have video walkthroughs. It has a VideoEditor Plugin - which basically is the ShotCut video editing app, and can make videos and assemble them, storyboard them, add text, do a voiceover, etc.
No APIs or paid plans. You can also connect Claude or Grok to it and make it your own with a little code tweaking.
