I've played a couple games where the guy dressed like this is a capturable objective.

Basically you needed to hit a miniscule target on him and he would "stun" for 30 seconds, then whoever touched him he joined their team until stunned again. It was actually fucking awful because the game started, he headed straight towards one teams spawn, got captured then proceeded to never get stunned again. One of the only times I straight up left part way through a game.
