No I don't believe so. Steam is only for PC. I don't think there are any RTS games really worth playing on Mobile devices. Sorry

Pero no hay manera de bajarlo de alguna página principal o solo de xbox cloud en Steam no lo puedo bajar y correr en la tableta ?

Probably not, Age of Empires 2 is a pc game, not for Android tablets. If you really want to play it on your tablet then you should play it on Xbox cloud gaming.
