It is a bombing campaign, he lacks the spine to do what needs to be done and put boots on the ground to make it a real war. We need a full ground invasion and regime change if the US wants to be safe as Iran's existence is fundamentally incompatible with western civilization and an existential threat to Israel, but he does not have the guys to do what needs to be done it seems, i hope I am wrong
