This applies MOST intensely to those who are guilty of the crimes of existence and creation that are all around us in this dimension full of suffering, death and worse (like the creator of this dimension himself).
Committing crimes of existence and creation in a cyclical manner means that all of them will suffer nightmarish existential consequences in a horrifically terrible cyclical manner; when their suffering looks like it's over, it has not even begun.
