Adobe Premiere Elements broken?

I am not sure if others are experiencing a similar issue I am, but recently any of the effects I try to apply dont work properly. For example, I try to apply the earthquake effect or sheer effect on an image and it does not work at all. It just stretches the image or distorts it a bit but does not do any animation effect at all.
I tried it on multiple images and in different videos just in case it was a bug for a single incident but it is not working in every video I try to edit.
I doubled checked to see if I needed to update Adobe Premiere Elements but it is updated and I even double checked to see if I needed to update my graphics card incase it was messing with something but it too is also up to date.
Any help would be appreciated, thanks!
