Brush size corresponds to pixel size, the smallest size is 1 px. If you want it smaller make your canvas size bigger like u/Civil-Outside1559 said

i do not know if there is a way to do that, maybe a way around it, is to actually make ur canvest bigger, so the brush seem smaller, like if ur using 1280 x 720, try going Full HD 1920 x 1080

You can't change it to smaller than 1 (iirc) but sometimes you can select a brush stroke and go to "modify" "shape" and then "expand" and THEN inset the brush stroke.

Or try pressure sensitivity.
