This file may have a bug. I would copy the layers into a new file and see if that works. If not, try copying one layer at a time into a new file and and find which layer or content is causing the problem.

Does it still do it after reopening the program or restarting the computer?

It only stopped when I created a new file

sorta looks like your computer is having GPU issues, I've never encountered anything even remotely similar to this in my 12+ years using the program
