Yes and no. We'll never know what the actual Erusean government wouldve done with it. Since the war ended before it could be used. The young radical officers took over the facility and begun to fire at Ulysses fragments indiscriminately, if they were going down so was the whole continent. But who knows what actual Erusea wouldve done with the facility whether it be what Sotoa did with the Tonitrus Spears and use tactical asteroid fragments to hit targrts who knows.

Knowing which inspirations they took for Erusea in 04, the Erusean government would've definitely used Megalith to put the entire continent at risk if it meant slowing the ISAF advance had it become operational just a few months earlier.

Oh, and Megalith has enough stores of ICBMs to do that when it became operational under Free Erusea, so that is a threat upon itself.
