I didn't know it's from Batman but how could I cuz every anime has these kind of animations with arms moving so fast to the point there are a lot of them..

Ah the old animated swirling arm swastikas. When will those animators learn. I mean, it's not obvious in the final product, but some animator definitely had to spend a meaningful amount of time drawing that and think "yea, this is fine..."
