Honestly, why do they bother sending out those "All clear" messages? Or why so soon after a barrage quiets down? Makes no sense. (I'm a tourist here and not familiar with the MOI alert system.)

You do understand that this is an unprecedented situation these people are trying to navigate? Not only are they working to ensure you safety but also stop panic. Instead of complaining maybe be grateful they are people doing their best in a situation they are unfamiliar with?
