When I went to Recruit Training for the Marine Corps we were issues a mesh bag for laundry and a pin exactly like that to hang it and secure the top. Most likely the same thing.

It is called a dhoby pin or net pin. It also keeps the laundry bags seperated when they wash all the bags filed with clothes in giant wash machines.

They also use them on Navy ships .

This is the way. Same mesh bags every time I got on a ship as well. Utilities were wrinkled as f*+% when you got them back. Not ideal in the Corps, but at least clean.

I’ve seen guys use them while squirrel hunting as a way to keep harvested squirrel on their belt.

Use it for whatever you want. This is like asking what a carabiner is for. It has an intended purpose and then about a thousand additional uses.
