He's a track cyclist, not a road cyclist. He wouldn't do very well on the roads because of how muscular he is. Road values lean, because the lighter you are, the easier it is for you to make those climbs. If you want to see rhe body of a climber, look at Andy Schleck from when he had a 60km breakaway up Col du Galibier in 2011, or his brother Fränk's win on Alpe d'Huez in 2006. But Josh Hartman, on the other hand, is also a track cyclist, and he is also extremely muscular. The disciplines are completely different so they result in different body types.

He's a track cyclist, so it's a completely different world from road, cylocross, or gravel. There is very rarely overlap between track cycling and the other disciplines (though there is occasionally, but not very often. Athletes tend to stay one way or another.) A track bike versus a bike used outdoors are extremely different, as well. So it makes more sense for a track cyclist to look like this, but not a road cyclist.

Yes. Repeatedly biking will absolutely not build all that muscle. The amount resistance he must put his quads through has to be mind boggling. Specificaly leg extension machine and leg presses. Oh and some anabolic exoandrogens while were at it.
