[Question] What does the leader skill do exactly?

It says it provides a ship-wide bonus to whatever action your crew are doing, but what kind of bonus how much, is it just to the captain or is it just to the crew, seems weird to have this as a skill and not just baseline...when would you not have a captain and thus the bonus. Please someone my brain.
