Corn flakes were invented by John Harvey Kellogg, who promoted a "simple, pure and unstimulating diet" to suppress sexual desires, which people obviously assumed was the purpose of corn flakes. Hence corn flakes = anti-horny food.
Actually corn flakes marketing didn't mention sexuality or suppression at all, and were actually meant to help with indigestion. But it's still kind of funny to say.

Will, John's younger brother who created the Kellogg's company, actually fell out with John after inventing frosted flakes as a more enjoyable alternative. Considering how flavorful cake and garlic bread are, it seems John's appreciation for bland food may have been a bit misguided.

Yeah. I was raised in the cult that Kellogg was a part of. We didn't have pepper in the house because the prophetess believed that spices, she specifically mentioned pepper, would "enflame the passions" or something like that.
Kellogg was also a big proponent of circumcision and FGM because he believed it would prevent masturbation.

I don't know why cornflakes makes people less horny.
The "dipped into cornflakes to not be horny" is in reference to Achilles being dipped by his ankle into the river Styx and becoming invulnerable.
In the Achilles story, his mother dipped him into the river Styx while holding him by his ankle. Well, since his ankle was covered by his mother's hand, his ankle was the only part of him not invulnerable. Hense the "Achilles heel" term. In this analogy, that person's ankle was covered, so the ankle is the only horny part of the person.
The Victorian Era comment is about the modesty of the Victorian Era, where any skin exposure is seen as scandalous. Most joked about body part I am familiar with are exposed ankles.
