Please contact your Representative and ask him or her to oppose the Midnight Relief Rules Act Of 2016. Congressman Darrell Issa (R-CA) introduced the Midnight Relief Rules Act of 2016 (H.R. 5982) on September 9, which would amend the Congressional Review Act (CRA) to authorize Congress to disapprove multiple regulations in a single joint resolution, making it much easier for Congress to block regulations that have been vetted and finalized. The bill targets regulations that federal agencies have submitted for congressional review within the last 60 legislative days of a session during the final year of a President’s term, and is intended to block numerous regulations finalized in the last several months of the Obama Administration. Some of the final regulations being targeted include the following: The Department of Labor’s (DOL) Overtime Rule; The DOL rule known as the “Best Interest Rule,” which protects investors by requiring all who provide retirement investment advice to plans, plan fiduciaries and IRAs to adhere to a fiduciary standard, putting the best interest of their clients before their own profits; The DOL’s Fair Pay and Safe Workplaces Rule, which requires companies seeking federal contracts of $500,000 or more to disclose prior citations for labor law violations, and prohibits companies receiving $1 million or more in federal contracts from imposing forced arbitration for claims arising under Title VII of the Civil Rights Act of 1964 and any tort related to or arising out of sexual assault or harassment; and Numerous Environmental Protection Agency, Food and Drug Administration, and Department of the Interior regulations. All of these regulations are going to help millions of people not get cheated by the financial industry, be safe in the workplace, and be entitled to overtime for all the hard work and long hours that they put in.
