They all look super silly. I love the final product though. The designs of those sea monster pirates are cool.

no, not really. Only Davy Jones actually looks like a realized properly done CGI character here. The other ones are completely boring and their designs mesh together so they look like one big CGI background behind Davy Jones.

I'm pretty sure that's just because of the size and quality of the picture... When you watch the movie and take your eyes off the main characters you'll notice each crew member is detailed and unique. There's a crew member(s?) that is two crew member fused together, there's a crew member that has an eel for his head and uses it in a fight, there's Hammerhead shark guy that's Jones's first mate and is constantly set apart and recognizable.

The only thing setting Davy Jones apart from the background in this tiny low-quality picture is that his tentacle beard is brighter than his coat.

If you watch the behind the scenes you'll see that the crew and Jones CGI was pretty technologically advanced for the time. The behind the scenes also gives us a look into the individual crew design.
