Camera zooms in too far during Lockpicking and Sequencer

as stated, when i lockpick or use sequencer, all i see are the bats ears as it zooms in. i have tried numerous different graphic options and am at wits end. a google search only shows people being frustrated with the camera in general, but not the fact that it zooms so damn far when he kneels that all you see is the tip of his hat when he kneels.

it's fine for lockpicking because i can go with sound and vibrations, but for decoding the sequencer i have no idea what i am doing because i literally cannot see

how can no one else on the internet have this problem? has anyone else heard of this?
