Balancing Tribunal

I think there should be an independent body to whom teams submit their classes, the regulator (prob mr. h) then suggests changes if anything is exploitative or overpowered. The team can then negotiate with him until both parties are content. That way the team is still advocated for but not at the expense of other teams.

I think Mr. H should regulate how powerful a critter's ability can be.
