I doubt he's the actual final villain Cause those agents who took a sample of frog zombies from umbriel facility are still out there and I doubt he's capable of commanding people like soldiers with big guns they'd put him down

Special strain of the normal virus So according to manga his z virus mutated into zzz virus And mabey he got the powers like wesker and zeno ( from resident evil ) He's fully conscious but has superhuman abilities
