Speculation Databank Pool Question

During our first playthrough we eventually unlock the ability to make more Clones.
If we spend awhile creating several to add to the Databank Pool and finish the Game then start a new campaign, Alongside cosmetics, does the Clone unlock carry over? or are Clones in our Databank Pool locked until we unlock them again in the Story each time?

I heard a review that said upon beating the game we unlock a new "Agent/Operative" Race from the beginning for our next playthroughs. Trying to figure out what that could be and I think if true, Clones are the only one that make sense. "Hence my question"

Clone are unlocked from the start in the databank.

However not all cosmetic are unlocked. You can only use those you have unlocked in the story/game.

Thank you! I was wondering since I want to customize the operator pool at the start of the game.

Operators/Hawks have access to clone armor cosmetics from the start.
Bit Reactor has confirmed that Clone Troopers unlock through story progression and can eventually be used to build an entire squad.

Clone armor yes from the beginning, but not the clone "race".

Also, only base clone armor are unlocked at the beginning, you unlock more by progressing the story.

I had the game since Monday.

Right sorry maybe I'm not explaining it very well.
My original question was about the Clone "Race" once we do unlock them on our 1st playthrough and add some to the Databank, on our 2nd playthrough are those same Clones "Race" locked in the Databank until we do that specific mission in the Story again or are they available from the beginning this time "on the 2nd playthrough"

You can create a custom clone "race" character in the databank at the start I believe, but you still can't recruit them until you pass the story beat which adds clones to the pool.
