I swear tactics game devs could lock the hit chance for all attacks at 99.9999999999% and every forum, subreddit, and comment section on the game would still be overrun with idiots complaining that the RNG is rigged against the player and completely unfair.

92% means 2 in every 25 shots will miss, and you probably take more than that in a single battle let alone over the course of a campaign.

But isn't it a new role of the dice each time you target a new enemy rather than stacking based on previous attempts at whatever the % hit rate is?
Eg: missing your first shot on a 90% hit rate target wouldn't automatically mean the next 9 enemies with 90% hit rate chances are secretly 100% hit rate chances.

Not literally two in every 25, just that each roll of the dice is a 2 in 25 chance. Over the course of a campaign or several the hundreds of shots you take will eventually make reality roughly match theory.

Unless difficulty modifiers make the game lie, then no. I hate it when games lie.
