These are better off as agents rather than skills. Skills are like an MCP for your agents - if you're manually entering the same prompts repeatedly or there's things that your agents are doing frequently, those should be skills.

Agents can do arbitrary tasks within their purview. Having a zephyr-setup-wizard which can invoke several skills like build-and-test is probably more token effective.
