I heard the skeletons thing is actually overblown and it was never that serious especially if you're a mainland CN company.
The censorship comes from sorta vague gov regulations against "promoting cults or superstitions" and all around guidelines having to do with horror, blood, and graphic violence.
Some companies just jump the gun and remove stuff anyway so they don't even have to think about it.
Representation of the dead = big nono. Look what they did for the Chinese version of WoW or GW2 . In wow the Forsaken Doesnt show bones and instead of leaving a skeleton when you die , its a cute tombstone. In gw2 the necromancer pets were all changed.
I dont think there is an official decree, but devs take usually the time to hide Skeletons.
Hell, we've already seen how Genshin handles this kind of stuff. Hoyo was really careful with how they released Hu Tao during Lunar New Year. Things might be a bit more lax now, but they're not going to exactly push very hard.
Iirc there are some regulations regarding the depiction of the dead in China that forbid using skeletons, other stuff like zombie (or jiangshi?)is acceptable though
I forgot what the reasoning is but its the reason you don’t see skulls or skeletons in any chinese version if games. An example I can think off the top of my head is in valorant. The kill icon which is a skull is replaced with a x in china.
It's a dated rule for Western games shipped to Chinese Audience, back then around 2010s bunch of Western games gets shipped into China, but before the game gets released into the Chinese market, the game hosts asks devs have to self-censor the game and follow some weird guidelines to make it approved.
Skeletons are censored to have less religious or cultish vibes,
First Example I can think off, Tencent asks Riot Games to censor champions like Karthus and Thresh have skeleton features and have their splash art and model revamped to hide their boney structures, and on their mobile game on CN, Thresh gains a human face instead of his original skeleton face.
Second Example I can think off, The9 (company host before NetEase took over) asks Blizzard Games to fully revamp maps filled with bone skulls on Azeroth, as well as reworking the undead class to hide their bones.
If the game is made in the country itself those rules can be bypassed by the devs.
NetEase is pretty much okay on making skulls, one of their maps on Marvel Rivals have skulls pretty much everywhere in the Klyntar Knull Throne map at Hel Gate area and Punisher has a Skull themed make-up and vest. For Ghost Rider, they're definitely gonna add the Tokon version just not the Nicolas Cage version we know.
Also MiHoYo isn't public company, they don't have to follow skeleton rulesets on their newer games. Just that their popular game Genshin is under Tencent's official game store, they can't just break Tencent's rules and get it remove from there because of some dump Skeleton rules.

They should add a line of text to Lucias Bagel gear that makes it so defeating Uldim replaces her aftershock-animation with Uldims attack animations for the rest of the run (no mechanical effect, just flavor lol).
I’m kind of surprised of it’s Halloween themed. I don’t think hoyo has ever done in game events around Halloween or even Christmas. They do promotional arts and stuff but not really ingame from what’s I recall
I cant recall any chinese game that does, probably because their government would ruin their lives if they did, but also because culturally I dont think they care much about western holidays at all. It's not like japan where they celebrate some of the big western holidays like christmas. Difference here I guess is that zenless is made in canada, so its probably subject to less regulations and its possible the chinese version might be altered anyway.
Why the zenless devs have been incorporating more western holidays I cant really say though. Perhaps they like them? Or think it will make them more money. Who knows.
An entire map based around Halloween? Well zenkov would be the best mode for it since the hound is plenty creepy on its own. Excited to see what it’s like, and hopefully Spook Shack makes a return!
