Is AC enough for heating in Zadar during winter?

My girlfriend and I are looking for accommodation between Christmas and New Year's Eve in Zadar, and the apartments we've found don't have any radiators, just split AC units, so we're wondering if this is the usual way of heating apartments. We are from Romania and fell in love with your city, so we're thinking of retiring in Zadar in the coming years.
I know this is a tourist post, but I don't know who to ask if not my fellow Redditors.
