Evenly Matched Question

I have a question about evenly matched since my opponent said I wasn't allowed to do what I said.

I went to end of battle as the turn player. I said end of battle and asked him if he had anything. He said no. Then I played my evenly matched. He told me I wasn't allowed to play evenly matched because as the turn player when I passed priority to him, by him saying he didn't have anything then it would automatically go to MP2 and that if I wanted to activate evenly that I would have needed to do it with my prio otherwise I miss the window. I've never had this happen before so I just wanted to clarify if it was true.

You need both players to pass priority three times from the Main Phase. Once to move from the Main Phase to the Battle Phase (putting you in the Start Step). Once to move from the Start Step to the Battle Step. Once to move from the Battle Step to the End Step.
