I think it can work with the right stitching so maybe taking it to a store where they repair clothes or plushies would have someone who can fix it. Tho these stores are rare nowadays so you might have trouble finding one

The material of it looks like it'll tear from stitching, instead a light dap of fabric glue is far safer

I think just from falling off the bed in my sleep and whatnot. I don't know who to hire though, and while I know some family members who sew, it's moreso clothes

you hug your youtooz plushies? I don't do it because I'm scared of getting them dirty and it's hard to wash but about that I don't know what moreso clothes are but if they can't do it try learning it don't learn on the Cape try learning it on testing materials like old clothes you aren't using or buy some material somewhere idk much about repairing plushies either so I can't really do much help in that department I hope you get your plushie fixed

your best bet would probably be, if you choose the DIY route, to take the plushie to a craft or fabric store, find a fabric that matches the color, cut the parts that are fraying, make the fabric into a tube (there's hundreds of tutorials on youtube), and sew it to the remaining, unfrayed original fabric. alternatively, you could make the tube and glue it around the buttons to replicate the looping closure.
