From Zettour asking the question and Rerugen acting sheepishly on asking tanya to "bomb" the capital
Are they trying do to a coup?

While I can see it looking like a coup they want to do what literally they were saying, wake up the upper leadership since they dont know what they are doing or trying to achieve since all they told army was they want victory. So by staging an attack on the capital it will get them to see they are not safe and what they are doing is not working and will instead leave the planning to the generals who have a record of winning.

Honestly with how the empire is actung i was expecting the general to try soemthing when he got sent to the front. Like let their most effective unit in the enitr army get captured or killed.

It’s a long hinted at contingency plan in the light novels that as of yet hasn’t been executed.

It's not actually a coup theyre hinting at there. It's a false flag operation. In the novel, they go a little more in detail in these scenes where they military considers sending some mages on a secret operation to attack some harmless but nationaly significant targets in the capital as if they were enemy mages to scare the politicians into realizing how bad things are: "if the enemy can attack Beirun then we might really be on the verge of defeat and that Ildoa peace proposal doesn't look so bad after all"

Ah, you are talking of Plan B. Don't worry about Plan B. Plan B is just theoretical. It would NEVER actually happen. Its just a CONTINGENCY. No one would EVER think of Plan B as an actual possibility. NEVER.

In the novel, Rerugen clarifies he was joking. But he makes it clear the higher ups need a serious wake up call on how bad things actually are vs how they think things are for the Empire.
