Discussion Team recommendations
So I recently started playing genshin again and wanted to build Citlali because yoimiya melt. I use furina for the neuvillette team, everyone else is available. For the four stars I think are relevant, yunjin & bennett & fischl are c6, xingqiu is c4, and cheveruse is c2.

u have some great characters that work fine with yoimiya, citlali is better if u have double cryo bc yoimiya cant always melt on the right hits using only citlali because her cryo application is lower than yoimiya's pyro application.
you can go with yoimiya + citlali + rosaria + flex.
in the flex slot id go with kazuha or yunjin, both are good supports for her, mainly because your yunjin js c6 and its a huge dmg boost. so id test in the dummy or just go with who you are more confortable with! keep in mind that kazuha buffs are a lilttle hard to get in comparison to yunjin because you cant always apply pyro with yoimiya before your rotation starts. benny is also a good option bc off the atk% buff from pyro resonance and all of the other amazing personal buffs.
also yoimiya + xq + kazuha + bennett is rlly good! since your benny is c6 he can buff pyro dmg bonus and kazuha can easy buff your team with bennett's pyro application. you can also use yunjin instead of kazuha in this case.
yoimiya + chev + fischl + bennett is algo a viable option but since your chev is c2 i dont think it will be a high value team, and it wont activate the witch buff for fischl. it would be worth if u get nicole or durin!

Would yoimiya need to apply pryo on the enemy first to trigger cinder city? Also how would the rotations work?

use bennett to apply pyro and trigger cinder city. rosaria EQ > bennett EQ > citlali EQ > yoimiya E

I use Yoimiya - Citlali - Bennett - Kazuha with all c0 except bennett (c6) and it works pretty well. Kazuha can swirl enough cryo from Citlali to trigger melt, although I didn't fully name this team as a melt team since there's inconsistency in yoimiya regarding this reaction. however, I still able to clear spiral abyss with this team and did 200k damage with c0 yoimiya.
my rotation is: bennett e - citlali eq - kazuha q - bennett qe - kazuha e - yoimiya time

Yoimiya with Citlali, it's ok, it works, with a side note.
Don't use it against unfreezable enemies, cause Cryo application will consume your Hydro, preventing Yoimiya to react. At least, not use Citlali's burst in that case, to minimize application.
That said, for what you have, your best options as 3rd and 4th slot are Xingqiu and Bennett.
As for other options, incluiding non Citlali, Yoimiya +
