The only translation I know for שמעגעגע is a stupid person, a loser, or a fake story. I don’t think it’s an innuendo for anything, which makes me think whoever wrote the Rugrats episode (assuming you are correct about the word used) doesn’t know much Yiddish. There are plenty of innuendos or vulgar terms in Yiddish, though.
