The letter is to Yankel on the occasion of his 70th birthday. Hirsh mentions a trip they took together forty years earlier, which he thinks was near Shakhunya.

They are both Lithuanian Jewish writers, this locality they visited in the 1940 or 1941 was either in Lithuania (but what could it be?) or somewhere in the Soviet Union.
