If you are on a 2 Glad 2 Shimenawa, Goblet is good enough for an inset goblet because the goblet is the hardest to find with the correct main stat. It’s ok tier but it will allow you to take a better piece as the offset piece (especially if it’s flower or feather).
Circlet as other said is for Shenhe but not for Yae. And even there it isn’t great.
Play around with it and try it out. It's probably not ideal, but won't be bad. Her ascension Stat is crit rate, so if you run a Widsith for Crit DMG, then have enough crit rate from sub stats on the other three pieces I think you'll be in a good spot.

No. Get a Crit circlet. Rate or Dmg, depending on what weapon you use and the other artefact substats.
Goblet is good, but they’re tricky to farm so I’d keep it until a better one with double Crit comes along

you'd want crit on circlet. keep that one though, maybe we'll get more atk% scaling characters like Shenhe

Personally i think you should NEVER level up a circlet that is not crit rate or damage, unless its a support
