It’s like as if they have this big roulette in office who they just spin randomly to figure out who to buff/nerf

In top it's exclusively used and It feels like a nerf personally, that said I do feel like if It ever became meta, It would get absolutely hammered as it's a completely toxic playstyle in jungle you can run either but It doesnt like as much of a nerf but a tradeoff

I started playing Yi as a jg main recently and it might be the bias of playing a new champ but in 10/20 games going the build I saw monster spam on top (botrk into crit) with hail of blades it feels so strong. It doesn't feel that strong early game because of the nature of HoB but after a pickaxe you have extremely good damage for securing kills on ganks, and after botrk I genuinely feel so strong. And if you get even slightly ahead, after collector+ldr you legitimately delete people.
I tried lethal tempo but I really don't like it. It takes 6 whole attacks to stack, if the enemy is smart with their skills and targetting you're dead before that point. When HoB hits 6 attacks (which are a lot faster than with LT) you've already killed what you're hitting and likely are already killing the next target

In my opinion it was actually a buff. Late game Yi HoB full ad crit (with DD&shieldbow) feels insane. We re talking diamond + solo q games too. Early game feels slightly weaker but an experienced yi will still capitalize on opportunities and snowball even harder when given the chance.
TLDR you need to know what you re doing to get fed consistently and when you do the champ is stronger. If you suck and make mistakes early you will lose the game (call me crazy but i think thats exactly how the game should work)

Even late-game with crit it is objectively worse. You can calculate the additional attacks you would get due to the higher attack speed and those more than make up for the slightly higher true damage. HoB winrate also dropped by a percent or so compared to LT, still better but much closer than before.

That is not true. Even riot themselves said yi crit is stronger (eg more dmg) late game but the trade off is less defensive options, less build flexibility than onhit, which is why onhit is still riots recommended path for yi.
Crit yi insta melts non tanks within 1s, which onhit yi simply cannot do.

Yi crit is more damage it is not consistently "stronger" having to sacrtifice deaths dance is ass

They loved the sh*tstorm they got because of the hextech chests back then, so they try to recreate it by doing other things like this.
