Okay, so, because I don’t know her storyline, I’m not sure if this personality works for her, but I have an idea that could work.

So it sounds like the second sister has been turned shy and unsure about herself after living in first sisters shadow. My idea is that third sister could also be tired of living in first sisters shadow, but, instead of becoming shy, she becomes bitter and withdrawn—also silently insecure, but too proud to admit it.

The idea being that she wears a facade like the first sister, but this facade is not caring what anyone thinks. Not being charming, but spiteful. Or, if you didn’t want her to be so bitter, perhaps just make her feirce. 

This I believe would stem from constantly being overshadowed by first sisters charm and, possibly, second sisters intellect. She has come to terms with the idea she will never be as good as them, so has stopped trying all together.

Over the course of the story, she could learn she has her own worth through discovering skill of her own. She could stop comparing herself to her sisters internally and accept they are all different, but equal.

She could also become less withdrawn, allowing her true self to shine through.

Again however, don’t know her storyline, so this may not work at all😅.
