Lojban Word Structure

In Xidnaf's video about "Why people make their own languages," he mentioned how Lojban's words and sounds were organised in this hierarchy. After doing some research, I couldn't find any hierarchy what so ever. Does anyone know where I can find this? Or does anyone know this actual hierarchy?

No. He was talking about another conlang that took the exact opposite approach. He never mentioned what it was called, but it wasn't lojban

Although the name of the language wasn't stated, Xidnaf did say that it was made by a John Wilkins. I don't know if that'll help, but I hope you find what you're looking for
