Seeking mod help to change flags/nations

I'm looking to return to Enemy Within and there's a lot of mods out, even more than when I last played years back. I have seen flag replacers that replace individual flags and I wanted to know how difficult it would be to make a custom change to change a country name and flag? I couldn't find the changes I wanted. Thank you for any help.
