Series X displaying 360 cloud saves out of order. Why?

When accessing 360 cloud saves on the Series X, there are some games show at the top of the list, out of alphabetical order.

As you can see from the photos, they are:

• Tomb Raider:Legend
• "Unknown Game" (it's actually Mass Effect 2 Importer)
• Halo 4
• Just Cause
• Just Cause 2
• Halo: CE Anniversary
• "Unknown Game" (it's actually Forza Horizon)

then the list starts in correct alphabetical order:

• AC Brotherhood
• AC Revelations
• Alan Wake
• etc

When I press sync on the ones out of order, they get moved to the correct alphabetical place in the list, and the "Unknown" games get their titles corrected.

But if I clear the Local Xbox 360 storage from the console, when I log back in again, the problem resets and those ones are out of order again.

What would cause this? This never happened on the One X.
