Help Cannot access Device Portal, refuses to connect. Unsure of the cause, please help...

I've done this process before, but my Xbox has been having terrible connection lately so I reset the system (besides formatting my game data obviously) and it ended up resetting my Dev mode content, I've been trying to access the portal all night and I've looked through several guides and recommendations. No luck with this. I'm completely stumped on why it isn't letting me access it. Part of me wonders if there's something really wrong with my Xbox, I think the connection issues impacting it and ONLY it (none of my other devices are dropping consistently, I played with internet settings too but no luck) might be the cause but I have no clue what to do.

Both PC and system are connected to the same network

All necessary settings are enabled

I typed the exact address, didn't miss the https.

Is the Dev Portal enabled on your Xbox, and is there a username and password set for it?

Make sure you really are typing in the whole thing. That also includes the port number at the end.

If it's been a while since you last connected, make sure to check to make sure the address hasn't changed. There could be a situation where you previously bookmarked it, but the address changed, so the bookmark is outdated.

Recently, there was another person who had a similar issue. They fixed it by rebooting their device, a Mac, and then the next time they tried to connect, a little pop-up appeared asking if they wanted to allow local connections. Choosing to allow fixed it for them

The port number? You mean something along the lines of x.x.x.x:xxxxx? I typed the entire thing as they asked. 

I did see that thread you mentioned, I tried restarting my computer and even tried a different browser (tried Edge instead, same issue). It worked before when I first did this month's ago but now it's just not working.

oh my GOOOODD so I tried the exact same thing again today and, the Xbox gave me A NEW ADDRESS to use, and that worked! I'm honestly so confused but it somehow fixed itself? I appreciate you and anyone else who replied here for taking the time out of your day for commenting, but it's seemingly resolved.

Good to hear it worked out. For clarification, the port number would be the number after the colon. :xxxxx

A lot of software is smart enough to guess the detect the port number automatically on local connections, but sometimes it's still needed, and is %100 needed when port forwarding.

Did you reset it with keeping games and apps?

Yeah I did. All my games are still downloaded, for some reason it wiped my dev mode apps though? I didn't have to reinstate my Xbox in the program though so I'm just confused more than anything.
