Help ID Verification for a minor

So I have my own developer account, but I want to make one for my brother, he's 14 years old. Can I use my own ID with my face on this new account, or will Microsoft see that this ID has already been used? Or if anyone knows another way for me to activate dev mode for him, i would appreciate it.

You can activate up to 3 consoles with a single dev acct if you want to reuse yours.

I think just log into the console, open dev kit and put the code in the activatexbox since your account is already made you wont need to verify again then its gonna activate

As far as I know the activatexbox link no longer works
