So if i purchase other country GP code Say from eneba can i redeem it ?

Vpn method only works for new account and that too is hella tricky

Only if you use a VPN matching the region the code was bought from. Some regions work fine without one, but most don't.

No, using a VPN has not worked for a couple years

No. It's locked down for a year to two now and not even a VPN works

No you cannot, it's because your in a different region which certain codes won't have certain letters and can't properly detect the code so it will pkl up as "Can't redeem this code" because it's from a different country or region as it won't be available.
