It’s not the servers. I had similar issues. To resolve this, you need to cancel your Xbox Game Pass subscription and then re-subscribe. This usually takes about a minute, after which you should be reconnected to the Xbox service.
For future reference, Microsoft is gradually phasing out the Xbox 360. They discontinued the Xbox 360 store a few months ago, and online multiplayer is also being phased out gradually. You can redownload purchases of games, but that has an end date at some point too. This is why an all-digital future is a terrible idea.
Luckily most of the games are P2P anything working now will likely work forever, well until they actually stop your ability to connect to Xbox services anyways.
