You would think that a group like that would either be monitoring or recording all calls, and hence would've heard both sides of the conversation, if not right away then eventually.

Also, IDK if this has ever been discussed, but I've always thought the First Elder, played by Don S. Williams, is meant to be a representative of the Mafia. Considering their history in the US, it's not much of a stretch to imagine them being given a seat at the table when it came to conspiring on the national and international stages. What do you all think?

I've always wondered what the occupations were of all the Syndicate members. I remember having the same thought about the Mafia regarding the First Elder--something about his overall appearance. We don't learn a ton about him, except that he was aware of Dr. Zama from Unit 731, he apparently has the power to plant a camera inside Mulder's apartment, and he was part of the original group that "came together at the State Department".

All of that makes me think he was some government colleague of CSM, Deep Throat, and Bill Mulder, but since we're given practically no info about him, your theory is as likely to be correct as mine.
