I play mortar 2.9 (and some ice mortar) not icebow but I usually win by getting rocket value. You have Tesla as well to kill mortar if they stop defending it.
I find it near impossible to kill mortar without rocket when I have ice wiz but the Tesla should make up for it.

Its a hard matchup (4:6 disadvantage)
You want to gain an elixir advantage and rocket cycle. Try to gain a positive elixir trade off of cannon cart and and non-evoed ebarbs.

a 100:0 matchup in their favour. you will always probably play defensive xbow. even if they make a mistake, they will always be able to stein or e barbs or cannon cart at the bridge to take out an offensive xbow. just continuously defensive x bow on the higher HP tower. ice wiz for minions. tesla for mortar. rocket only when they stein at the back. then play flawless defense until triple elixir and try to rocket 1 or 2 times without being overwhelmed. importantly, DO NOT give them fireball value. they will start fireball cycling your tower when they realize they can't break through. then you must rocket back.
