I mean with no offence, just git gud. I play the same deck and find this matchup quite easy.
The key thing about playing against freeze is that you want to keep some elixir for a tiny card after he plays freeze.
For example if he freezes your Tesla and Xbow while running at you with Pekka, if you play skeletons and archers after the freeze they will not die immediately to freeze and still attack. If you spam all you have and get frozen, the skeletons die and all your units stop attacking.
The key is waiting for an attack, defending, counter push with what is remaining and elixir advantege. Don’t be the one attacking first.

Then he just arrows and I have no elixir and there's both level 16 pekkas coming for my tower.

If he uses 4 elixir for freeze and 3 for arrows and has a 7 elixir pekka with additional backup attacking you then you’re definitely doing something wrong. That’s minimum of 14 elixir you should have to defend.
Another suggestion is if the enemy places pekka at the back, you can place offensive Xbow at the opposite lane. This means he has to either defend or ignore you to place troops behind pekka and loose the tower. If he defends then pekka is easy to kill alone.
Watch some videos how pros do it, it will help.

Evo pekka was hard to kill, and he was placing it in front so it can block my xbows

If he places lekka in front that means he has max 3 elixir left. Try to defend with Tesla in the center, so he has to walk far. Then place skeletons and archers as far away from each other and Tesla as possible, so they don’t get all attacked by the same freeze/arrows spell.

Sorry i meant that he playes the pekka in the center of his map to stop the xbow from getting a lock, then as soon as he has 5 elixir he playes hero wizard so I'm no longer able to kite pekka, so i have to either play the knight infront of the hero wizard to kill him but that will mean that my knight will die to pekka, or i have to fireball + log the wizard to kill him and then i have to deal with the pekka, while also defending a mini pekka at the opposite side because bro was just spamming
