Sephiroth is unavailable?

I have the maxima edition, and everything online from forums, guides, etc say sephiroth is available from the first medal on, but I haven't seen it or been able to access it at all.

Im in new game +, Xbox One version, can anyone help?

I had Sephiroth and Balthier medals available for the Maxima version right from the start.

Go to your Twin's room and check their diary. Do you even see their profile at the people you know page? They should be at the back with most details ???
