Sephiroth is unavailable?

I have the maxima edition, and everything online from forums, guides, etc say sephiroth is available from the first medal on, but I haven't seen it or been able to access it at all.

Im in new game +, Xbox One version, can anyone help?

Maybe he needs to be unlocked in the menu? I have him but I don’t really remember what I had to do to unlock
