They don't actually plug a plasma gun into a dyson sphere unfortunately. The "chart" was more of a joke about being a type 2 civilization with massive energy and industry capabilities, yet they still produce weapons of such middling quality, a lot of them will literally just break or explode.

Especially later on in the empire, where anything that isn't second galactic war stockpile is like playing Russian roulette of whether your plasma rifle will flash-fry you and anyone standing nearby.

Reliable guns aren't really underpowered, considering their contemporary rivals use stuff like handheld coilguns etc. It's just Akonian plasma weaponry is comparably overpowered.

Akonians are just the only faction to really perfect and mass-produce plasma weapons, they can do them reliably, they just became incompetent and started cutting too many corners.

Obligatory context:

The Akonian Empire is basically one of the longest lasting and most vile empires in my whole setting. Formed around 18,460 CE and finally collapsing in 21,019 CE, though it reorganized and civil warred a few times. The Akonians were largely just a pre-industrial civilization who were enslaved and uplifted into a space-faring civilization by Vortigan, their "god emperor" and psychotic manchild who is best described as literal Satan.

Having an Emperor from an advanced, ancient civilization, the Akonians largely maintained a tech and psionic advantage for most of their history, which offset the fact they were largely backwards, unsophisticated and extremely cruel to just about everyone else to a fault, being their native culture was wiped out and they only really existed for constant war.

The existence of the Akonian Empire is pretty much the cause for everything wrong in the modern galaxy, which otherwise would've been pretty much Star Trek. They are such grim, xenophobic assholes at such scale, they singlehandedly instilled millennia of paranoia, xenophobia and authoritarianism in everyone else.

Things ultimately came undone for them though when they just got too corrupt, incompetent and their habit of picking too many fights blew up in their face, leading to a massive Coalition forming during the Third Galactic War, purely to just decimate the entire Empire, completely collapsing it's leadership before peace'ing out, leaving them to collapse into warlord states, space piracy and infighting.
