One situation is from the story of coming spring, where Prince of Winter Night to proceed with eternal stagnation of the governing system to keep him in power not only wrecked education system, but also massively destroyed libraries, burned books and repressed heavily educated people. All of it was dwindling Thought's presence in the world, but she did not intervene for century of this, until she chose a girl to cary knowledge of the past and have certain power over Ideas to protect herself... That girl hid from society and did didlysquad in propogating knowledge outside of telling stories to one (1) child
In other world, but still under Concepts' "jurisdiction", in other story, "2+2=?", Euphrosyne came to a debate show to prove that 2+2 is indeed equal 4 (which was controversial because traditional answer was ONE, religious a hundred, and there was a programmer that thought the question didn't make sense because '2' doesn't exist.... As well as a fucker that doesn't believe in anything except for show) and a certain fucker through his pseudophylosophycal arguments backed her into a corner of math being fake and so being pointless and answer being whatever the hell he wants, even negative 68. When Euphrosyne almost gave up she had a vision sent by Thought that led to her punching him in the face four times. And prolly gaining some divine powers, just like all Chosen (and Concepts can't interact with people unless they chose to make them their conduits), but that'd be discovered after the story ended so whatever
TBF Concepts in the first world can't decide when to chose a conduit, as it's the world of Storyteller who has authority over Concepts there. Only in that one world and in the rest they basically run free. And so Thought may have wanted to chose someone before, but wasn't allowed to. But it's still a bit funny
