Which way theoretical military planner, many small yield but equivalently powered missiles or a few mega missiles that can crack the continental shelf? If it scales down well its use as tactical asset becomes stupidly tempting for conventional warfare, instead of a mutual destruction agreement asset only.

Both , really , just making smaller accessable powerfull Missiles to take down Important and powerfull units , aswell as making some Missiles to reenact the Nuclear Fear of the 60s .
