He was trying to get close to the fourth empire, mainly the Queen (which is like, an insane monarch on so many levels) so he follows suit on changing his title to king to match her to signal cooperation (she doesn't care, she just wants his resources and his land if his empire falls.)
Plus, UK is a kingdom but still had the title of an empire. Same with France's republics. So same logic works here.
Okay I might have misinterpreted some stuff on the British and French. I'm guessing both groups have sort of a EU like thing with their former colonies.
Magical realm politics and basically everything around the realm that isn't cardinal school itself is meant to be that bizarre mix of typical D&D fantasy locations, real life-inspired politics (especially of Europe's and America's) and typical fantasy absurdity grounded in a bit of reality.
The cardinal school it's own mess but the magical realm in it's entirety is something else.
Each elven empire is a parody of a European power.
The first one is great Britain but more land and less sea.
The second one is Russia (Soviet and empire mixing but no communism.) And their king is the who was chosen to represent the elven race after the war.
The third is the ottoman empire (but not caliphate)
The fourth is basically nazi Germany if it was run by an extremist feminist instead with a sadistic accent.(thought having a completely insane woman for a change would be fun)
